Actually, there is no approval process.  This list is self-moderated
in that everyone decides whether to post to it or not.  Board members
can decide how they want to respond to Russ' email.  As discussed in
the past, members have agreed that the occasional "off-topic" post to
this list is fine, though clearly CVE and many/all Board members are
affected by disclosure practices one way or another.
