[BOARD] Marc Dacier has left the Editorial Board

Marc Dacier has left the Editorial Board, since IBM has reached the
maximum 2 representatives in Troy Bollinger and Larry Oliver.  Marc
was an early supporter and Board member for CVE, and he has graciously
named a successor who could be more active in the day-to-day
operations of the CVE Initiative.  Marc was actively involved in
non-CVE Board activities such as the CyberCrime treaty statement.

Thanks to Marc for his contributions, and best wishes for his future
endeavors.
