[TECH] New candidate proposals to begin December 6

All,

It's been quiet on the mailing list, but we've been busy behind the
scenes.  Eight Editorial Board members sent in over 800 submissions,
which may produce about 300-400 new candidates by the end of this
week.

New candidate clusters will be proposed starting next Monday, December
6.  Back-maps (i.e., links from Board member's submissions to the new
candidate numbers) will be provided to each contributing Board member
at that time.  Hopefully the back-maps will help those Board members
in their voting.

Given the general two-week time frame for voting, we can have cluster
proposals on December 6, 13, and 20, with Final Decisions on December
17, 24, and 31.  This doesn't leave a lot of room for accepting an
additional 179 CVE entries by Y2K, but we can try.
